Problem with developermode

I'm from Sarawak in Malaysia. I've played many games. The game I like most is Grand Theft Auto Vice City and Max Payne 2. I've no trouble with GTA, but Max Payne 2 is my trouble(GTA:100%). How to activate the developer Command line parameter line and developerkeys? I hope you do me a favor.
