Pickup Truck Next to S.S.Anne
If you use surf on the right of the harbor (the walkway between the sailor that checks your ticket and the ship it self) and keep going to the right with surf, you'll see a pickup truck on a new harbor. If you go down to the bottom of the harbor and check around on the floor, you'll find a lava cookie! The way you do this is, DON'T go on the S.S.Anne, and DON'T Receive CUT from the captain. You must receive cut from a Pokemon traded from a friend who has CUT, or get a friend who has CUT to teach one of your Pokemon CUT. This way, it won't be necessary to go on the S.S Anne. Later on when you learn surf, come back and the ship will still be there. Now you'll be able to use surf on the right of the harbor connecting to the S.S.Anne. Keep surfing right and you'll find the pick up truck
