I want to start out by saying there is plenty of games to keep us gamers that own the Xbox satisfied for 2009. Clearly though the number of games is less than that of previous years which the number of Xbox360 games outnumbered the PS3 and almost caught pace with the Wii. There are a couple of things I have realized which may explain the low number of Exclusives coming out.
-Microsoft likes to release games with the flow of a major Gears of War or Halo game. Around the time of Halo Wars, GOW, GOW 2, and Halo 3 tons of games. "But Akon, ODST is coming out!" It isn't quite the big release they were waiting for. It was originally an expansion pack. I believe Halo: Reach is the one they are looking for.
-Newer games are taking longer to produce because some of them are trying to implement Natal. This is still a new feature in gaming and trying to put it in games this early may be sluggish. Of course not all games will be using Natal. This isn't an excuse for all games.
-Games are now implementing "achievement counters" like in Gears of War 2 and Party chat invitations like Section 8 and Lost Planet 2.
-Strategic timing of game releases (such as after E3 or before Christmas) More games are being revealed and I think one or two more will be revealed before the holiday season (and sold before)
-The popularity of multiplatform games on the Xbox360 vastly out numbers the same games on the PS3 or PC. That being said, Microsoft is strategically buying DLC that is exclusive to the Xbox360.
-Microsoft seems to be interested equally of introducing entire once-exclusive to Playstation franchises to the Xbox360 as making exclusive games.
Looking forward I think the future is bright for your Xbox360, not to mention all of the XBL add ons coming this winter.
