Sucker punck wins it for me last gen but Insomniac takes the cake this gen (With Naughty dog a close second)
all 3 have produced a great game this gen, but i think Insomniac is winning with Resistance FOM, Resistance 2, Ratchet & Clank Future TOD, Rachet & Clank Future Quest for Booty, and R & C Future A Crack in Time. either way PS3 owners win.
