Is GTA4 really THAT good?

IMO, Saints Row was complete and utter crap. I couldn't play it for more than two hours it was so bad. We all have opinions.

GTA4 is almost identical to San Andreas as far as basics. San Andreas was centered around rap and the hood though maybe you liked the Mafia stuff better?
GTA4 is just fresh. The russian angle is brand new for gamers. When we got Vice City and played as Ray Liota we all kind of knew what to expect and same goes for San Andreas' CJ. We all seen enough movies and rap videos to profile the characters.
GTA4 is more creative and less stereotypical.
