To put it mildly Oblivion is a freaking huge game, I've had the game since its release and prior to writing this I hadn't finished even a third of it. I've since corrected that problem. Through some combination of creativity, challenge, and reward, the following are, in my opinion, the 20 must do quests before you put the game to rest. Be you warrior, warlock, or rogue these 20 quests will help define Cyrodiil as you know it.
Nocturnal's Shrine
Why it's great: No Better Quest For Treasure Hunters Prize: Nocturnal Blessing (Security +40), Skeleton Key (Unbreakable Lockpick)
For all those would be thieves and treasure hunters, there is no better quest to prepare you than that of Nocturnal's Shrine. Located along the road North-East of Leyawiin, you'll need to be at least level 10 to accept this Daedric Lord's request. Two clever Argonians took here Eye, and now this goddess is pissed, which works out favorably for you. Find the thieves, find the Eye, and return it in exchange for one of the most useful items in the game, especially if you're NOT a thief, or at least not a good one. Nocturnal grants her blessing (Security +40) upon you for as long as you carry her unbreakable lock pick, the Skeleton Key.
Azura's Shrine
Why it's great: Ideal For Enchanting Prize: Azura's Star (re-usable Grand Soul Gem)
Here's another Daedric quest, ideal for anyone and everyone who even thinks enchanting their armor and weapons sounds like fun. You'll find this one, with a long walk due East of Bruma or a shorter walk North North-West of Cheydinhal. With a little fast talking and a pinch of glow dust, aka leftover Will-o-Wisp, you and Azura will be chatting as the sun hits the horizon, granted you're at least level 2.
She needs you to kill her followers . . . to put them out of their misery . . . umm to grant them the permanent kind of cure for Vampirism, yeah that sounds better. They are all conveniently locked in a mine, so this shouldn't take to long. Do so, and then visit a chapel to keep from following in the footsteps of the recently departed. Azura, being a god, will know when you've done this deed and reward you with Azura's Star, a re-usable Grand Soul Gem, making constant enchantments that much easier, and allowing you to save the grand soul gems you do find to cure your Vampirism if you waited too long before visiting the local clergy.
Why it's great: CSI, Oblivion Style Prize: Gold and Gems or Gold, Gems, and Master Painting
This quest strays from the beaten path, which is what makes it so good. Offered to you by the Count of Chorrol, this one is a full fledged investigation. You take witness statements, and gather physical evidence in the attempt to solve the crime. Now what I said above makes it a good quest, but what makes it worthy of the Top 20 is that it doesn't have to play out how it seems. Yes one of them is obviously guilty and yes that's technically what the quest wanted you to find, but can you really blame a person who did it all for "love"? Either way you'll be rewarded so it's really an in game moral choice of law or love.
Through a Nightmare, Darkly
Why it's great: Smorgasbord of Action Prize: Six leveled scrolls
Retrieval, puzzle, and arena match up all rolled into one, this quest is actually quite difficult if you are careless. Found in Bravil, Kud-El of the Mages Guild needs your help pulling her friend out of a jam. This guy trapped himself in . . . well, himself, more specifically his dreams. He did this to overcome his shortcomings; however he clearly can't do it so you have to overcome them for him. There are four challenges in here, where you will need to recognize and avoid traps before they are sprung, fight to the death against some mythic beasts, and swim like you've never swam before. Did I mention that you lose all your items and spells? Thus making this a challenge of skill and not what kind of enchantments you've loaded yourself up with.
Lifting the Vale
Why it's great: Scavenger Hunts Rock Prize: Enchanted Rings
It's cool enough that you are essentially making Cyrodiil history in this game but there is one quest which allows you to discover it. The Count of Bruma has some ancient documents that lead to a legendary outpost said to contain equally legendary treasure. You must find and follow the landmarks while battling past Ogres galore and retrieve it for her. This is all well and good but what makes it really unique is that its impossible to get to this fort any other way, single entrance, single exit sort of thing, the mountains around it are simply too high to climb. As a side note, once you make it into Pale Pass keep an eye out for some Rusty, Old, Forgotten Keys, they lead to the real treasure of Pale Pass adding extra incentive to take this quest on.
