Marcy is yet another Dragoon you need to take down to advance. This little bundle of love is a powerful Blue innate Element using machine! Load up on Red Elements and have a heavy stock of Heals, Cures and Recover All ready. Cast a steady steam of Red Elements so you can keep the field Red and thus her spells will be toned way down. Once you get the upper hand she will cast Ice Blast as often as possible, make sure your HP is high and finish her off with more Red Elements.
