At the title screen, when it says "Push Start," simultaneously press Up, bottom-C, L, R, and Z three times on Controller Two, then press Start on Controller One. If you entered the code correctly, you can race as five new machines: Vengeance, Prowler, Reaper, Dominator, and the Nintendo 64 Control Pad.
